Abstrak

This study analyzes the implementation of the Blue Economy concept in five countries Indonesia, China, Morocco, Samoa, and Vietnam from an Islamic economics perspective. The objective is to evaluate the extent to which blue economy policies and practices in each country align with Islamic principles, particularly sustainability, justice, and public welfare (al-maslahah). A qualitative method with a literature review approach was employed, utilizing data from literature, official reports, and previous research. The findings indicate that each country has a distinct implementation focus: Indonesia emphasizes Islamic finance and community empowerment, China adopts a science-based approach, Morocco focuses on co-management and women's empowerment, Samoa leverages local wisdom and ecotourism, while Vietnam develops revolving fund models and policy replication. Overall, the implementation of the blue economy in these five countries aligns with Islamic economic principles, although strengthening governance and Shariah compliance remains necessary to ensure long-term environmental balance and social welfare. The study concludes that integrating the blue economy with Islamic values can create synergies that support holistic and equitable sustainable development.
